The objective of the preliminary study is investigate how inclusive societal development that includes all parts of society to ensure democratisation and trust linked to digital development and transformation. Much of today’s emerging digital technology and infrastructure is developed in collaborative partnership through open innovation processes. Which is often led by non-governmental organisations to share costs, risks and free themselves from the lock-in effects of proprietary technology and solutions. The transport system needs to be involved in the collaborative iterative-agile processes to benefit from the synergy effects that arise from partnership where actors from different industries ensure adaptability, quality, safety and interoperability. The study aims to create insight and identify capabilities, structures and resources that need to be cultivated-changed to enable strategic flexibility. This is to enable easier reorganisation and adaptation of the transport system’s resources to meet travellers ‘needs and citizens’ trust in the digital development of society.
